Adds support for Manifest Router as an OpenAI-compatible provider with a default local base URL of http://localhost:3001/v1. Supports MANIFEST_API_KEY and MNFST_API_KEY environment variables.

Comprehension summary: Adds Manifest Router as an OpenAI-compatible provider with a default local base URL of http://localhost:3001/v1. Supports MANIFEST_API_KEY and MNFST_API_KEY env vars. Touches crates/zeroclaw-runtime/src/onboard/wizard.rs (high-risk path).

CI Required Gate passes. Code follows the existing pattern for community providers correctly.
